Main Modifications Gloucester City Plan

The Gloucester City Plan (GCP) covers the administrative area of Gloucester City, providing a vision, key principles and planning policies which reflect the Council Plan and other corporate plans and strategies, and address issues and opportunities that exist within the city. It covers the period 2011 - 2031 and sits underneath and must be consistent with the adopted Gloucester, Cheltenham and Tewkesbury Joint Core Strategy (JCS) 2017. The GCP provides planning policies that will positively influence development proposals, protect and enhance the natural and built environment and help address climate change, as well as allocations for development to provide for the needs.

Following examination hearing sessions during May/June 2021, the Inspector's 'post hearing letter' was received in August 2021, setting out her initial findings. This concludes the GCP is legally compliant, has met the duty to cooperate, but unsound. However, it but can be made sound with 'Main Modifications'. The consultation seeks views on the proposed Main Modifications and policy map changes only. It is not an opportunity to raise matters that either were, or could have been, part of the earlier representations or hearings on the submitted plan. Comments are to focus on whether the proposed Main Modifications comply with legal requirements and are considered sound. These modifications have been put forward without prejudice to the Inspector’s final conclusions on the Gloucester City Plan.

Please note that copies of all comments will be made available for the public to view (including your name but will not include any personal contact details or signatures), and therefore cannot be treated as confidential. Data will be processed and held in accordance with the UK General Data Protection Regulations and Data Protection Act 2018. The privacy notices are available on the council's website.

At the close of the period for consultation, the responses made will be passed to the Planning Inspector for their consideration.

The Additional Modifications to the plan are not required to make the plan sound but they either make the plan clearer and easier to understand or they correct factual errors. The Additional Modifications are published alongside the Main Modifications for information purposes only and thus do not form part of the Main Modifications consultation.  The Council has also produced an updated ‘track change’ version of the plan incorporating both the Main Modifications and Additional Modifications.  The track change plan is published for reference purposes only and does not form part of the consultation.

Printed copies of all documents can be inspected at the council’s main reception, The Gateway, 92 Westgate Street, Gloucester GL1 2PE, and at all public libraries across the city, during normal office hours (details available to download below).

Responding to the Consultation

Responses should be made on the dedicated response form. All other responses must be in writing and include your name and full postal address.
