Publication: Pre-Submission Gloucester City Plan


The City Council approved the 'Pre-Submission' Gloucester City Plan (GCP) under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulation 2012 on Thursday 26th September 2019.

The GCP sits underneath the adopted Joint Core Strategy (JCS), allocating smaller-scale sites and addressing local issues and opportunities. As with the JCS, it covers the period 2011 to 2031. Originally published for a six-week of public consultation from Thursday 7th November, the consultation will now run until 5pm on Friday 14th February 2020.

The Regulation 19 consultation is the final stage before the GCP is submitted to the Secretary of State for independent examination. Following submission, an appointed Planning Inspector will examine the plan and consider whether it meets the 'tests of soundness' and is legally compliant. In getting to this stage in the process, the plan has evolved through four public consultations. Further information is provided within the Consultation Statement, also available to download below.

Why has the consultation been extended and what should I do if I have already made representations?

The consultation has been extended because it came to light that several evidence base documents were not published on the City Council's website at the start of the consultation. These were:

  • Sustainability Appraisal appendices;
  • Habitats Regulations Assessment Report;
  • 'Strategy Options for the Gloucester Economy' appendices;
  • Housing Background Paper - appendix relating to GCP sites indicative trajectory; and
  • Gypsy, Traveller and Travelling Showpeople position update.

All documentation has now been made available on the evidence base page of the website.

If you have already made representations and wish to make no further changes, you need do nothing further. If you so wish to amend your representations, please make clear when re-submitting that these replace those already submitted.

Where can I view the documents?

The Pre-Submission GCP, Policies Map, Sustainability (Integrated) Appraisal, Habitats Regulations Assessment, Consultation Statement and Statement of Representations Procedure and Statement of Fact are available to view below. Hard copies have also been made available at:

  • City Council’s reception – ‘The Gateway’, 92 – 96 Westgate Street, Gloucester, GL1 2PE; and
  • All libraries in Gloucester.

How can I respond to the consultation?

You are strongly encouraged to respond to the consultation via the City Council's dedicated online consultation portal. This can be accessed by clicking on the link below. The system allows you to respond by section and/or policy, which helps officers and the Inspector in managing the Submission and Examination process.

Alternatively, electronic response forms are also available to download below. A separate sheet must be provided for each section or policy area to which you are responding. Completed forms should be emailed to or posted to Gloucester City Council, PO BOX 3252, Gloucester, GL1 9FW.

Please note that in order for your response to the 'duly made', you must provide your name, address and contact details. This will be provided to the Planning Inspectorate upon Submission. Furthermore, all responses are required to be made publicly available, including your name and, if applicable, the company/agent of the respondent. It will not however include any other personal details.

Responses must be received no later than 5pm on Friday 14th February 2020. Any responses received after this time will not have been 'duly made' and will not be accepted.

What happens to representations?

Copies of all comments received will be submitted in full to the Secretary of State and considered as part of the examination by the Planning Inspector. Please note that copies of all comments will be made available for the public to view (including your name, but will not include any personal contact details or signatures), and therefore cannot be treated as confidential. Appearing at the Examination

The Examination is open to the public, subject to the venue’s seating availability. Anyone can attend and listen to the discussions but there are strict rules which apply to those who wish to participate. If a person wishes to appear at the examination as a participant, such a request must be made as part of their representation on the GCP. The Inspector, once appointed, will decide who can attend the Examination, depending on the agenda.
