Draft Gloucester City Plan 2016 - 2031
Gloucester City Council has published the draft Gloucester City Plan (GCP) for six weeks of public consultation between 16th January and 27th February 2017. The document sets out:
- A draft vision and key principles for development in Gloucester;
- Draft planning policies that reflect and address the local issues and opportunities in the City that, once 'adopted' by the Council, will be used to inform planning proposals and assess planning applications; and
- Proposed site allocations for different types of development.
The draft GCP pulls together and takes forward the results of previous public consultations and has been informed by evidence base studies.
Given the constrained nature of the City and the limited development opportunities available, the consultation also includes a targeted 'call for sites' for all development uses in the city, including residential, employment, retail and gypsy, traveller and travelling showpeople. In this regard the community, landowners and developers are invited to submit to the City Council potential development sites. These will be assessed for their development potential and could be included in the next version of the GCP. Once adopted the GCP, together with the Joint Core Strategy, will provide the planning framework for Gloucester.
This consultation is published in accordance with Regulation 18 of the Town and Country (Local Planning) (England) Regulations 2012.
Public consultation events
The Council is holding five public consultation events. You are welcome to come and visit the team at any of the following:
- Wednesday 25th January; Sainsbury's Gloucester Quays, 9am - 3pm
- Saturday 28th January; King's Walk Shopping Centre, 10am - 4pm
- Tuesday 7th February; King's Walk Shopping Centre, 10am - 4pm
- Saturday 11th February; Tesco Quedgeley, 10am - 3pm
- Friday 17th February; Morrisons Abbeydale, 9am - 3pm
Those at King's Walk Shopping Centre will be held in a vacant unit. For those at a supermarket officers will be in the 'Hello Gloucester' minibus in the car park.
Responding to the consultation
The Council is seeking your views on all elements of the draft GCP, but is particularly interested in the following elements:
- City Plan vision;
- Key principles;
- Development management policies; and
- Proposed site allocations
You are strongly encouraged to respond via the Council's dedicated online response system, which can be accessed below. Using this system saves time and cost for the Council when processing all of the comments. It also allows you to save your comments in draft and come back to it later, and saves all of your comments in one place so you can view them together at a later date.
However, you can also make a response by downloading the response form below, filling it in and either sending it to cityplan@gloucester.gov.uk or posting it to: Planning Policy and Heritage Team, Gloucester City Council, Herbert Warehouse, The Docks, Gloucester, GL1 2EQ. If using this method, please ensure you clearly identify each section, policy or paragraph you are referring to so that officers can process it efficiently. Feel free to use extra paper as required.
Please note your response cannot be accepted without your name and address and please also include your email address for future correspondence. Your personal information will be held and used by the City Council solely for the purposes of preparing emerging planning policy and will not be provided to any third parties.
Responses will be made public and cannot be treated confidentially.

This map shows all proposed designations identified in the draft GCP. -
Draft Proposals Map - Central Area Inset
This map provides a 'central area inset' of the draft GCP proposals map. This is because there are lots of designations within this area and this makes it easier to read. -
Sustainability (Integrated) Appraisal
Every Local Plan must be accompanied by a Sustainability Appraisal. This assesses the environmental, economic and social impact of each of the draft policies and proposals to be assessed. It ensures that the best possible options (the most sustainable) are taken forward. This includes an Equality Impact Assessment and Health Impact Assessment. -
Habitats Regulations Assessment - Screening Report
Local authorities must assess the potential impact of proposed development on European protected sites. This is done through a 'screening report'.
